This roadmap, which went beyond the statutory missions generally assigned to the Secretaries General, must address the major challenges facing our sector in the development of digital economy, a real bedrock for the socio-economic development of countries. This roadmap for the year 2018 was as follows: \u201c<strong><em>In the postal domain, focus will be placed on the continued network densification and digital transformation of the Post Office. This sub-sector requires our collective mobilization, as well as the pooling of actions.\u00a0\u00a0 I urge you to mobilize all actors in this sector around this challenge in order to meet public expectations regarding the development of e-commerce and the banking services in the hinterland.<\/em><\/strong><\/p>\n<p><strong><em>In the domain of Telecommunications and ICT, it will address the continued implementation of the strategic plan for the development of digital economy intended to transform Cameroon into digital country by 2020 and to urgently finalise all AFCON projects whose stakes are also high for our country<\/em><\/strong><em> \u201c.<\/em><\/p>\n<p><strong>Your<br \/>\nExcellency,<\/strong><\/p>\n<p>There are moments in the life of human<br \/>\nbeings or organisations where we are called upon to pause and review our<br \/>\nachievements in order to readjust as we continue the long journey to<br \/>\nachieve our goals.\u00a0 The ceremony that<br \/>\nbrings us together today is very convenient. <\/p>\n<p>In the execution of your above instructions,<br \/>\nMINPOSTEL has continued, under your supervision, in its move to ensure that the<br \/>\ngreat achievements made in our sector create \u201cGreat Opportunities\u201d<br \/>\nthat will dominate the current seven-year mandate.<\/p>\n<p>The year 2018 has been a particularly busy<br \/>\nyear with major events in the Ministry of Posts and Telecommunications.\u00a0 The activities carried out have, with the<br \/>\nsupport of our public and private institutional partners, enabled us to launch<br \/>\nstructuring projects, which aim at starting the real development of digital<br \/>\neconomy in our country. <\/p>\n<p>Permit me, at the beginning of this year<br \/>\n2019, to draw a balance sheet of the past year, a report that will focus on the<br \/>\nfollowing four major axes:<\/p>\n<ul>\n<li>general<br \/>\nadministration and internal governance;<\/li>\n<li>the<br \/>\ntelecommunications and ICT sub-sector;<\/li>\n<li>the postal sub-sector;<\/li>\n<li>and international cooperation.<\/li>\n<\/ul>\n<figure><img decoding=\"async\" alt=\"Mohamadou Saoudi: \u201cThere are moments in the life of human beings or organisations where we are called upon to pause and review our achievements\u201d\" data-lazy- data-lazy-src=\"https:\/\/i1.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi-2.jpg?resize=696%2C347&#038;is-pending-load=1#038;ssl=1\" data-lazy- data-recalc-dims=\"1\" height=\"347\" loading=\"lazy\" src=\"https:\/\/i1.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi-2.jpg?resize=696%2C347&#038;ssl=1\"  width=\"696\"><\/img><\/figure>\n<p><strong>Your Excellency,<\/strong><\/p>\n<p>\u00a0\u00a0In the domain of general administration and<br \/>\ninternal governance, the Minister of Posts and Telecommunications presided over<br \/>\nfrom 18 to 19 January, the traditional annual conference of officials of the central<br \/>\nand external services\u00a0 and corporations under<br \/>\nsupervisory authority, a privileged framework for the appropriation of the<br \/>\ndevelopment vision of the posts, telecommunications and ICT sector. <\/p>\n<p>This annual meeting allowed all the authorities<br \/>\npresent to evaluate the assets, achievements and potentials that could enable<br \/>\nour sector to seize the opportunities offered by the digital economy to meet<br \/>\nthe challenges of the emergence of Cameroon and respond at the same time to the<br \/>\nmajor concerns of the sector that include: <\/p>\n<ul>\n<li>improving<br \/>\nthe regulation and postal coverage,<\/li>\n<li>\u00a0developing broadband telecommunications<br \/>\ninfrastructure,<\/li>\n<li>\u00a0securing the national cyberspace,<\/li>\n<li>reducing<br \/>\nthe digital divide, <\/li>\n<li>developing<br \/>\nthe digital economy,<\/li>\n<li>\u00a0improving internal governance.<\/li>\n<\/ul>\n<p>In addition, the weekly coordination<br \/>\nmeetings, which I was honoured to preside over every Tuesday, were held<br \/>\nregularly.\u00a0 These weekly meetings are the<br \/>\nideal forum, where all the officials review important files of the ministerial<br \/>\ndepartment, ensure the daily implementation of your high prescriptions, analyse<br \/>\nand recommend specific actions to be taken. In 2018, special emphasis was<br \/>\nplaced on monitoring the effective and efficient implementation of ministerial<br \/>\nprescriptions from monthly general meetings and weekly coordination meetings.<\/p>\n<p>In the same vein, in the year 2018, the<br \/>\nMinistry of Posts and Telecommunications showed its firm determination to put<br \/>\nin place the necessary administrative machinery to ensure:<\/p>\n<ul>\n<li>respect<br \/>\nfor punctuality and assiduity at work by all agents;<\/li>\n<li>the strict<br \/>\napplication of the provisions of Circular Letter No. 001 \/ CAB \/ PM of 18<br \/>\nJanuary 2012 on the respect of the obligations inherent to administrative work;<\/li>\n<li>the<br \/>\nconsolidation of the payroll and the burn-in of the personnel file;<\/li>\n<\/ul>\n<ul>\n<li>\u00a0the continuation of the process of automating career opportunities<br \/>\nwith the effectiveness of their implementation;<\/li>\n<\/ul>\n<ul>\n<li>improvement<br \/>\nof the processing of the rights of public officials<\/li>\n<\/ul>\n<figure><img decoding=\"async\" alt=\"Mohamadou Saoudi: \u201cThere are moments in the life of human beings or organisations where we are called upon to pause and review our achievements\u201d\" data-lazy- data-lazy-src=\"https:\/\/i2.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi-1-1.jpg?resize=696%2C281&#038;is-pending-load=1#038;ssl=1\" data-lazy- data-recalc-dims=\"1\" height=\"281\" loading=\"lazy\" src=\"https:\/\/i2.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi-1-1.jpg?resize=696%2C281&#038;ssl=1\"  width=\"696\"><\/img><\/figure>\n<p>In<br \/>\naddition, other actions were carried out in order to improve the working<br \/>\nconditions of MINPOSTEL staff, namely:<\/p>\n<ul>\n<li>the renovation of central and<br \/>\nexternal service offices;<\/li>\n<li>acquisition of office furniture;<\/li>\n<li>purchase of sound equipment<br \/>\n(microphones and amplifiers) for conference halls\u00a0;<\/li>\n<li>the sensitisation of youths for a<br \/>\nresponsible use of social media\u00a0;<\/li>\n<li>the development of a draft law on<br \/>\nthe protection of personal data;<\/li>\n<li>the development of a draft law<br \/>\ngoverning postal activities in Cameroon;<\/li>\n<li>the development of a draft<br \/>\nproposal of a permanent financial mechanism for the universal postal service in<br \/>\nthe finance law;<\/li>\n<li>the review of the<br \/>\nlaw on cybersecurity and cybercrime;<\/li>\n<li>the compliance of the organic<br \/>\ntexts of entities under supervisory authority like TRB, NAICT, CAMTEL and<br \/>\nCAMPOST with laws No. 2017\/010 and 2017\/011 of 12 July 2017 to lay down the<br \/>\ngeneral statute for public institutions and general statute for public<br \/>\ncompanies;<\/li>\n<li>The restructuring of the National<br \/>\nAdvanced School of Posts, Telecommunications and ICT (SUP\u2019PTIC) through the<br \/>\nadoption of texts organising its functioning;<\/li>\n<li>The establishment of an incubator<br \/>\nfor business projects (SUP\u2019PTIC Business Academy) within the school;<\/li>\n<\/ul>\n<h2>Regarding the activities of the General Inspectorates, it should<br \/>\nbe noted that they were intense throughout the year 2018, including:<\/h2>\n<ul>\n<li>the evaluation of performance of regional posts and telecommunications delegations;<\/li>\n<li>support for the CAB project in the revitalizing \u00a0process of its activities;<\/li>\n<li>audit of claims of the former NASPT<\/li>\n<li>participation in the organisation of the sub regional conference on the digital economy in Cameroon;<\/li>\n<li>Capacity building of members of the Ministerial Anti-Corruption Unit and focal points of\u00a0 structures under the supervision through a seminar-workshop held from 22 to 23 November 2018 at <a aria-label=\"SUP'PTIC (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/cameroun-supptic-inaugure-cycle-de-conferences-scientifiques-tic\/\" rel=\"noreferrer noopener\" target=\"_blank\">SUP\u2019PTIC<\/a>;<\/li>\n<li>the celebration of the World Anti-Corruption Day on 7 December 2018;<\/li>\n<li>the sensitisation of officials of organisations under supervision on the fight against corruption. <\/li>\n<\/ul>\n<p><strong>Your Excellency, <\/strong><strong><\/strong><\/p>\n<p>\u00a0With regard to training, laudable initiatives are carried out to solve unemployment issues and re-launch national industry in the Posts, Telecommunications and ICT sector. It is against this backdrop that the MINPOSTEL led the completion process of the reform of the former NASPT with the signing of Decree No 2016\/425 of 26 October 2016 changing the denomination and re-organising this School, which has become SUP\u2019PTIC and setting up its governing body. <\/p>\n<p>Hence, the new deal has led to the<br \/>\napproval of texts governing the organisation and functioning of the Management,<br \/>\nCouncil of Teachers, Studies and Scientific Research and the status of teaching<br \/>\nand non-teaching staff.<\/p>\n<p>Training indicators in the Posts, Telecommunications and ICT sector show that in 2018, over 300 young graduates from SUP\u2019PTIC were recruited by public and private companies of the sector (<a aria-label=\"TRB (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/cameroun-les-cinq-principaux-defis-de-philemon-zoo-zame-pour-la-performance-de-lart-en-2019%ef%bb%bf\/\" rel=\"noreferrer noopener\" target=\"_blank\">TRB<\/a>, <a aria-label=\"CAMTEL (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/cameroun-camtel-annonce-le-deploiement-de-12-000-km-supplementaire\/\" rel=\"noreferrer noopener\" target=\"_blank\">CAMTEL<\/a>, <a aria-label=\"HUAWEI (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/en-pleine-tourmente-en-europe-et-aux-etats-unis-huawei-renforce-son-partenariat-avec-lua\/\" rel=\"noreferrer noopener\" target=\"_blank\">HUAWEI<\/a>, etc.) and 28 projects initiated by youths are actually at the pre-incubation phase in SUP\u2019PTIC BUSINESS ACADEMY, which is a breeding ground for coaching and supporting potential company managers until their graduation from the Business Academy.<\/p>\n<p>To increase its visibility and its image,<br \/>\nSUP\u2019PTIC was selected as the International Telecommunication Union Center of<br \/>\nExcellence for the 2019-2022 period.\u00a0<br \/>\nThis choice of the ITU will enable SUP\u2019PTIC to strengthen partnership<br \/>\nwith international training institutions in the domain of noopener\" target=\"_blank\">CAMTEL<\/a>, <a href=\"https:\/\/www.digitalbusiness.africa\/en-pleine-tourmente-en-europe-et-aux-etats-unis-huawei-renforce-son-partenariat-avec-lua\/\" rel=\"noreferrer noopener\" target=\"_blank\">HUAWEI<\/a>, etc.).<span><a href=\"https:\/\/www.digitalbusiness.africa\/cameroun-les-nouveaux-responsables-de-camtel-officiellement-installes\/\" target=\"_blank\" rel=\"noopener noreferrer\">Mohamadou Saoudi, SG of Minpostel<\/a><\/span><\/p>\n<\/div>\n<p><strong>Your<br \/>\nExcellency,\u00a0<\/strong><\/p>\n<h2>In the domain of <strong>Telecommunications and ICT<\/strong>, actions<br \/>\ncarried out focused on: <\/h2>\n<ul>\n<li>finalising the national optic fiber backbone project, phase III, for a line of 3,950 km;<\/li>\n<li>developing master plans for the digital development of the cities of Ed\u00e9a, Kribi and Bafoussam;<\/li>\n<li>optimizing the draft e-Government master plan drawn up with the help of\u00a0 the Korean cooperation, with a view of taking into account the comments made by the Cameroonian party;<\/li>\n<li>continuing the construction of two (02) management centers of the National Emergency Telecommunications Network in Douala and Yaounde;<\/li>\n<li>implementing the NBN Phase II program through:<\/li>\n<li>Completion of the South Atlantic Inter Link (<a aria-label=\"SAIL (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/david-nkoto-emane-langola-et-la-cote-divoire-se-preparent-a-rencontrer-camtel-pour-le-sail-video\/\" rel=\"noreferrer noopener\" target=\"_blank\">SAIL<\/a>) submarine optic fiber cable project with a capacity of 1.4 terabits per second expandable to 32 terabits per second linking Kribi in Cameroon to Fortaleza in Brazil;<\/li>\n<li>densification of wired and fixed wireless access networks through the NBN program, for which CAMTEL initiated\u00a0 the project to extend the \u201cFiber To The Home \u201d (FTTH) since 2017 to increase the total capacity of access to 1,000,000 subscribers by 2019; <\/li>\n<li>continuation of the construction of a Datacenter in Zamengo\u00e9 as part of the NBN project;<\/li>\n<li>the acquisition of high-tech equipment for technical monitoring of radio frequencies for a total cost of about <strong>CFA 5 billions francs<\/strong>;<\/li>\n<li>the signing of amendments to the MTN Cameroon and ORANGE Cameroun concession agreements enabled the release of 4G frequencies;<\/li>\n<li>the compliance of added value service suppliers with law of 2010\/013 of 21 December 2010 on electronic communications in Cameroon after the signing\u00a0 of the necessary implementation texts by the Prime Minister, especially those laying down entry and renewal rights<\/li>\n<li>the kick-off of the construction works of the headquarters building of the Telecommunications Regulatory Board;<\/li>\n<li>follow-up of the implementation of recommendations stemming from the audit on the quality of service of electronic communication networks;<\/li>\n<li>Relaunching the activities of the\u00a0 Telecommunication Regulators\u2019 Association of Central Africa (ARTAC).<\/li>\n<\/ul>\n<p>Concerning the Special Fund for Electronic<br \/>\nSecurity Activities (ESF), the 2018 budget that was approved by the hierarchy<br \/>\nenabled the execution of the following projects:<\/p>\n<ul>\n<li>Completion\u00a0 of the development of the national policy on the security of electronic communication networks and\u00a0 information systems;<\/li>\n<li>Development of a security policy for the <a aria-label=\"CAMPOST Datacente (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/e-post-le-minpostel-veut-experimenter-le-e-commerce\/\" rel=\"noreferrer noopener\" target=\"_blank\">CAMPOST Datacente<\/a>r;<\/li>\n<li>Organisation of reflection and sensitisation meetings for stakeholders of the networks and information systems security sector;<\/li>\n<li>The creation of a cybersecurity laboratory in Yaounde (LACY);<\/li>\n<li>Feasibility study for the design and implementation of a PKI with Cameroonian expertise;<\/li>\n<li>Preliminary studies for the identification and classification of critical infrastructures related to electronic communications networks and Information Systems in Cameroon.<\/li>\n<li>Auditing of the fund for the 2013, 2014, 2015, 2016 and 2017 financial years;<\/li>\n<li>Building the capacities of staff from the Supreme State Audit with regard to cybersecurity.<\/li>\n<\/ul>\n<p>In addition, MINPOSTEL collaborated with NAICT in securing the Cameroonian cyberspace.<\/p>\n<h2>In the <strong>postal sector<\/strong>, activities carried out<br \/>\ninclude: <\/h2>\n<ul>\n<li>Equipping the Bafoussam Post Office with<br \/>\nComputer equipment and office furniture <\/li>\n<li>rehabilitating the<br \/>\nMakak post office<strong>;<\/strong><\/li>\n<li>developing a pricing model for postal<br \/>\nproducts and services; <\/li>\n<li>adopting CAMPOST restructuring plan by<br \/>\nsigning a State\/CAMPOST 2019-2021 contract plan of a total cost of about CFA 23<br \/>\nbillion F; <\/li>\n<li>initiating the<br \/>\nfinancial inclusion project through CAMPOST and its international partners<\/li>\n<\/ul>\n<p>International cooperation was not left out<br \/>\nin 2018, I will address this chapter by indicating that over the past year,<br \/>\nCameroon was very active through its participation in the activities of<br \/>\ninternational organizations in the postal, telecommunications and ICT sector,<br \/>\nat national, continental and global levels. <\/p>\n<figure><img decoding=\"async\" alt=\"Mohamadou Saoudi: \u201cThere are moments in the life of human beings or organisations where we are called upon to pause and review our data-recalc-dims=\"1\" height=\"1024\" loading=\"lazy\" src=\"https:\/\/i0.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi-3-3.jpg?resize=683%2C1024&#038;ssl=1\"  width=\"683\"><\/img><\/figure>\n<p>At the national level, Cameroon hosted the first edition of the rotating Conferences organised by the Regional Office of the International Telecommunication Union (<a aria-label=\"ITU (opens in a new tab)\" href=\"https:\/\/www.digitalbusiness.africa\/en\/itu-launches-new-report-on-artificial-intelligence-ai-in-broadcasting\/\" rel=\"noreferrer noopener\" target=\"_blank\">ITU<\/a>) for Africa, under the theme:\u00a0 <strong>\u201cDigital Economy in Central Africa:\u00a0 Appraisal and challenges in a globalized world \u201c<\/strong> It was attended by Mr. Houlin ZHAO, Secretary General of the ITU and focused specifically on the economic integration of the sub-region through Information and Communication Technologies.\u00a0 The work was sanctioned by the signing of the Yaound\u00e9 Commitment, which is a mechanism for the coordination of the implementation of subregional federating projects and for collaboration intended to reconcile views on the items on the agenda of international meetings.<\/p>\n<h2>In the postal sub-sector, Cameroon hosted<br \/>\ntwo training workshops namely:<\/h2>\n<ul>\n<li>the UPU<br \/>\nregional workshop on electronic postal payment services from 05 to 06 June<br \/>\n2018. By becoming familiar with the tools and applications that the UPU is<br \/>\ndeveloping in this domain, with respect to postal networks in their country, \u00a0this workshop gave participants the<br \/>\nopportunity to secure an end-to-end offer of different transactions in the<br \/>\nfield of fund transfers and electronic payment services for good visibility and<br \/>\ngood tracking from the issuer to the recipient;<\/li>\n<li>the<br \/>\ntraining workshop organized by the EMS Cooperative of the Universal Postal<br \/>\nUnion from 31 July to 3 August 2018, on the \u201cResults-based Remuneration Plan<br \/>\nfor the Arab and French-speaking countries of Africa\u201d.\u00a0 This workshop enabled the Designated Postal<br \/>\nOperators in Africa to acquire new instruments and operating tools related to<br \/>\nthe extension of their network and the use of the EMS platform.<\/li>\n<\/ul>\n<h2>Concerning international meetings,<br \/>\nCameroon actively participated in several events, including:<\/h2>\n<ul>\n<li>the 5th<br \/>\nExtraordinary Session of the Conference of Plenipotentiaries of the Pan African<br \/>\nPostal Union (PAPU) held from 26 to 27 July 2018 in Antananarivo, Madagascar.<br \/>\nThis conference resulted in the <br \/><\/br><br \/>\nthe amendment and adoption of the PAPU Acts and in the adoption of the African<br \/>\nCommon Proposals for the Extraordinary Congress of the Universal Postal Union<br \/>\n(UPU), <br \/><\/br><br \/>\n\u00a0<\/li>\n<li>\u00a0the UPU Extraordinary Congress, held from 03<br \/>\nto 07 September 2018 in Addis Ababa, Ethiopia.\u00a0<br \/>\nThis Congress culminated in the adoption of the UPU Reform, whose<br \/>\nnegotiations lasted nearly four decades.\u00a0<br \/>\nThis Congress improved the representation of Africa in UPU governance<br \/>\nbodies, from 07 to 11 seats on the Postal Operations Council and maintained 11<br \/>\nseats in the Board of Directors;<\/li>\n<li>the<br \/>\n\u201cTRANSFORM AFRICA\u201d Forum organised from 07 to 10 May 2018 in Kigali<br \/>\nin Rwanda by SMART AFRICA, under the theme: \u201cAccelerating the digital<br \/>\nsingle market in Africa\u201d.\u00a0 On this<br \/>\noccasion, you made a very brilliant presentation on the creation of a unique<br \/>\ncryptocurrency for Africa through the use of Blockchain technology;<\/li>\n<li>the 5th<br \/>\nExtraordinary Session of the Conference of Plenipotentiaries of the African<br \/>\nTelecommunications Union (UAT) held from 16 to 17 August 2018 in Nairobi,<br \/>\nKenya. At the end of this conference, Cameroon was re-elected as a member of<br \/>\nthe Board of Directors of the UAT for a new term of four (04) years from 2019<br \/>\nto 2022;<\/li>\n<li>ITU<br \/>\nTELECOM WORLD 2018, held from 07 to 10 September 2018 in Durban, South<br \/>\nAfrica.\u00a0 During this event, Cameroon had<br \/>\ntwo distinctions namely, the Certificate of Appreciation awarded to the Ministry<br \/>\nof Posts and Telecommunications and the Certificate of Innovation awarded to<br \/>\nthe Telecommunications Regulatory Board (TRB)<\/li>\n<li>the 20th<br \/>\nPlenipotentiary Conference of the International Telecommunication Union (ITU),<br \/>\nheld from 29 October to 16 November 2018 in Dubai, United Arab Emirates.\u00a0 Diplomatic actions carried out at this<br \/>\nconference according to your high instructions led to the designation of<br \/>\nSUP\u2019PTIC as ITU\u2019s Center of Excellence for 2019 \u2013 2022.<\/li>\n<\/ul>\n<p>In short,<br \/>\nduring the past year, our ministerial department ensured the practical and<br \/>\nmethodical implementation of large-scale State projects and major projects of<br \/>\nthe sector found in its roadmap.<\/p>\n<figure><img decoding=\"async\" alt=\"Mohamadou Saoudi: \u201cThere are moments in the life of human beings or organisations where we are called upon to pause and review our achievements\u201d\" data-lazy- data-lazy-src=\"https:\/\/i2.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi.jpg?resize=696%2C415&#038;is-pending-load=1#038;ssl=1\" data-lazy- data-recalc-dims=\"1\" height=\"415\" loading=\"lazy\" src=\"https:\/\/i2.wp.com\/www.digitalbusiness.africa\/wp-content\/uploads\/2019\/07\/Mohamadou-Saoudi.jpg?resize=696%2C415&#038;ssl=1\"  width=\"696\"><\/img><\/figure>\n<div>\n<p>Permit me to make an exception, knowing your modesty, by accepting our commitment and encouragement.
